Service Description:
Polygon geometry representing non-urban Kentucky census tracts from 2020 that have been determined eligible and non-eligible for the Governor-Designated Covered Areas. Also, showing are the census tracts from 2020 that qualified as HUBZones in 2017 and 2018. The Previously qualified HUBZones from 2017 and 2018 were from the 2010 census tracts. The 2018 National Defense Authorization Act authorized a new type of HUBZone designation, known as “Governor-Designated Covered Areas.” This authority provides new opportunities to expand the HUBZone program into distressed rural communities by allowing state governors to petition SBA once a year to designate certain rural areas as HUBZones. 

The census tract meets all of the following criteria to qualify:
  1. The census tract or non-metropolitan county is located outside of an “urbanized area” as determined by the Bureau of the Census 
  2. Population of not more than 50,000 
  3. Average unemployment rate is at least 120 percent of the average unemployment rate of the United States or of the state in which the covered area is located, whichever is less, based on the most recent data available from the American Community Survey conducted by the Bureau of the Census.
The Census tracts that qualified in 2017 and 2018 for the Historically Underutilized Business Zone (HUBZone) Program. Which provides federal contracting opportunities for small business concerns located in economically distressed areas in order to increase employment opportunities and stimulate capital investments in those areas. 

A small business meets all of the following criteria to qualify for the HUBZone program: 
  1. Must be located in a "historically underutilized business zone"
  2. Must be at least 51% owned and controlled by one or more U.S. Citizens 
  3. At least 35% of its employees must reside in a HUBZone.
