Which provides federal contracting opportunities for small business concerns located in economically distressed areas in order to increase employment opportunities and stimulate capital investments in those areas. A small business meets all of the following criteria to qualify for the HUBZone program: 1. Must be located in a "historically underutilized business zone" 2.
